Buzzer allocation is proportional to your share of total Buzz Points in the campaign, following the formula (Your BP ÷ Total BP) × Buzzer Pool. Allocation is subject to campaign caps; most importantly, no single buzzer can earn more than 5% of the buzzer pool.
